1.) Oh, Tony. I didn't like him at first -- I started reading comics in the middle of Civil War, and I fell quickly in love with Steve, so Tony was the natural antagonist. I thought he was too smarmy and manipulative and callous. But I've come around, and I kind of love those things about him now. I also love his total lack of self-preservation instincts, and his intelligence, and his charm, and his MASSIVE issues.
2.) Before New Avengers, Iron Man was always kind of a side book with some fans but only moderate importance. Since then, though -- with Civil War, and the film, and Tony as SHIELD head, and the launch of Fraction's book, he's been front-and-center in the Marvel U. It suits him.
3.) I don't relate to Tony AT ALL. But somehow I've come to care about his issues. I don't know if it's a side effect of RPing as Steve for so long, or just Stockholm Syndrome, but I am really gripped by him nowadays.

5.) STEVE! Steve/Tony is very much my OTP. But at the same time, I can see Tony having relationships and/or casual sex with just about everyone in the Marvel U (and beyond). I particularly like him with Henry Hellrung, Jean Grey, Clint Barton, Rhodey, and a few of his canonical love interests.
6.) I would make his characterization, particularly his Civil War-era characterization, a bit more consistent. Most of his behavior was justifiable, but some of it (in Frontline in particular) was irredeemably villainous, and I'm glad it's mostly been forgotten. I'd also make him canonically bisexual, because seriously.
7.) I would hate him from a political standpoint but secretly think he was kind of sexy. And wonder if he was dating Captain America. I doubt I'd ever meet him.
8.) Not an all-time favorite, but he's become part of my top 10 in the Marvel U, I'd say.
9.) I honestly don't know. The fandom does a LOT to pump up Tony, and I'd consider it a lost cause to warn about some of his lesser qualities, so I'd probably just let the person learn for themselves. I would talk up his slashiness with Steve, though.
