Any eps RTD has done (apart from End of the World) = Shiat. Well, parting of the ways was ok, it had a deus ex ending, but damn, the kill count made up for that.
You're kinda confused on S1/27 and s2/28. The first "new" season ended with the 9th doc regenerating. The 10th is in s2 (and dear god was THAT crap) Check out in S1 the eps "The Empty Child" and "Father's Day". Written by Stephen Moffat and Paul Cornell - old school DW writers :)
s1 had its moments - Dalek (spoilers) in particular was great. Instead of the squawking "exterminate!" seagull like annoyances they'd been made over the years, it really called back to the original Terry Nation serial and made 'em fuck-scary again (one...one dalek going through an underground base, wipes out over 200 trained soldiers in pitched battle) And it tied in so damned well with the eugenics and racial purity, and even the batshit insanity of the Special Weapons Dalek from Rememberance.
But yeah, if you're not having the Rose Love (and god damn that bitch is a mary sue) avoid s2. S2 just gets crazy and fucked up and really dives headfirst into the fucking smoozefest and mary sueness of it all.

Plus they cocked up the Cybermen. I'm still fucking pissed about that.
