TD 3 forms in the Atlantic
Tropical Depression 3 has formed well off the East Coast of the US and is no threat to North America other than Newfoundland. This storm may briefly reach tropical storm status and be named Chantal before becoming a powerful extratropical storm in the North Atlantic.
