UK has learned from past experience with his colonies and has decided that he is going to do right by Hong Kong. When the Triad starts making themselves a pest, he decides to call for backup...by asking the Italies for help.
He invokes their 'family ties' by saying that:
France is their older brother, who is Canada's father, who is US's brother, who is his little brother, and Hong Kong is his little brother too, and thus a part of their family.
Bonus: Romano implies that his ties to the Italian Mafia are not what everybody thinks they are.
Bonus2: Feliciano points out (not to UK) that UK's argument is a total lie, because unlike Franco (Italian form of Francis) and Matteo(Italian form of Matthew) he's never seen Arthur and Alfred at the breakfast table.
