I think they did get a release, because the seller I got mine from said it had the bases from those two sets. At first I thought they were just mistaken (like they were in the actual auction itself, arg), but after looking at the box a bit more, I see that their bases are a little different from most of the others. (It's possible that they're just from Charizard's sets, though.) I asked the seller a few times if they had them and would be willing to sell, but apparently they either lost them or already sold them.
