On July 10, 2001, CIA chief George Tenet met with National Security Adviser Condoleezza Rice to alert her -and through her the president- to the growing threat from al-Qaeda. As Tenet later said of this period, "the system was blinking red" with indications of imminent al-Qaeda action, but Rice, according to Tenet's account in Bob Woodward's State of Denial, "just didn't get it in time." Looking back, Tenet saw that meeting as "a tremendous lost opportunity to prevent or disrupt the 9/11 attacks."
