О газе, Оттингере и Газпроме

Или "Газпром" не при делах? Ну раздал он журналистам такой пресс-релиз, ну не знают они английский и читать первоисточник лень... вот и
стали писать, что ЕС не будет применять санкции против Газпрома.
На самом же деле г-н Оттингер сказал -

EU Considers Increasing Gas Storage Requirement, Oettinger

EU Energy Commissioner Guenther Oettinger said he may propose governments increase the volumes of natural gas they are obliged to keep in storage. He made the comments at a press conference after an informal meeting of energy ministers in Athens today.

On gas storage requirement:
“At present, we have a European law on the basis of which member states have the obligation to build up stocks which represent 30 days of a winter month.”
“At present, on the basis of much older piece of law we have the obligation for member states to store 90 days worth of oil and we have 125 days worth of oil in European tanks. So we need to decide whether we’re going to propose to the European Council that the gas security of supply directive should be amended and that the minimum quantity of gas that we have the obligation to store should be brought up to 50 days or 60 days. At present, I’m consulting my experts.”

On security of gas supply:
“Certainly, at the present moment, with the crisis between Russia and Ukraine and the European Union the subject of security of supplies is right at the top of our agendas.”
“The question of security of supply is not primarily a matter of coal or oil but gas is what is in the forefront. Our Russian partners are the most important suppliers of gas to the markets of the European Union.”
“Despite the crisis we are prepared to continue our gas partnership; Russia supplies gas and Europe pays for gas. A weapon in the form of the refusal of gas deliveries is something that we would consider to be wrong.”
“The EU and 28 member states still expect Russia to supply gas and to meet its contractual obligations. We consider that security of supplies concerns these neighboring and partner countries too: Ukraine, Moldova and the countries in the western Balkans.”

On talks with Russia and Ukraine:
“At our first trilateral negotiations in Warsaw we agreed that by the end of May, without payment, gas should be delivered to Ukraine and as from June 1 a solution has to be found. We’re working on this solution and I’m moderately optimistic that in 10-14 days we’ll succeed in resolving the outstanding issues and reduce supply problems for Ukraine.”

On diversification:
“If you depend on imports by several suppliers, then dependency can’t become something that means you can be blackmailed. Alongside Russia we have Norway as the second supplier, then we have Algeria, the southern corridor, which in the coming years should be able to transmit sizable quantities of gas to Europe via Greece and Bulgaria coming from Azerbaijan. We’re also counting on LNG gas on ship terminals so that we can receive from Qatar, Nigeria, Libya, perhaps the U.S. and Australia. We want to keep open the option on shale gas.”

Оттингер говорит об опасности прекращения поставок газа, а не о введении (или не введении санкций) против ГП.
