Neither. He's really Prussia. He went crazy post-WW2, says he still believes he's a nation, but really he's convinced himself he's human so the guilt's not as rough. He treats it like a well-plotted lie. Dunno if you caught who the doctor was in the footnote, but he's talking to France and doesn't recognize him. He got put in the hospital so he'd realize how fucking ludicrous it was to be called a human. 'Course I wasn't exactly fair with that cuz there's no way in hell someone could gather that from the fic, but whatevs :/

Prussia's written beautifully and endearingly in-character, too. I like the way you showed how he futilely proves the existence of Nations ... to someone who is actually one. Gah, the twist is marvelous!
