History:
HerePersonality: Seeing as there were hundreds of chapters before the timeskip, Usopp already had quite a bit of personality set up. It seems wise to make an overview of the basics of that before getting into changes.
He was a liar: often proclaiming himself to be a captain of over 8,000 men, shouting out different attacks than he was using, resorting to tricks in big fights and making up wild tall tales about accomplishments he'd never actually made. While some of this came from a genuine passion for storytelling and talking (and love of attention), a lot of it also came from very big, very hard to hide insecurity. Somewhere beneath the immature game-playing with Luffy, the outlandish tales and and the (usually fumbling) bravado, Usopp had very little self-esteem. It was well-known to him that he was weaker than the rest of the crew in a lot of senses, and one of his greatest fears was not being able to keep up as the battles got tougher- and getting tossed aside as a result. As canon progressed for him, he had a lot of development on those fronts- particuarly after the Water 7 and Enies Lobby arcs, where he finally figured out that nakama means nakama, and that he really could be useful to the others. While he could still be negative enough to defeat an opponent capable of actually removing any positive thoughts from him, he got a little bit more confidence when it counted the most.
Usopp was also a coward a lot of the time, for lack of any kind of better term. Things that he couldn't really understand, potentially dangerous new acquaintances, mysterious islands, giant sea creatures, etc., typically found him hiding behind the nearest "monster" crewmate-- or coming down with a fake disease, as an excuse not to face it. Possibly just shrieking and running around like a chicken with its head cut off.
... Yeah, a lot of things scared Usopp. The thing that kept him from being a flat-out coward, though, was that he always stepped up to the plate when the time came. If his friend was in danger, if his pride was on the line, even if he didn't stand a chance of winning, Usopp could go into a fight with complete determination (shaking knees and self-beratement for being so stupid notwithstanding). At the end of the day, he was a loyal friend no matter what the situation, and willing to do anything he could for his crew. He was braver than he realized most of the time- it takes a lot of courage to act even when you're scared out of your wits.
It was really easy to get him riled up or bring tears to his eyes. Usopp was of the sort ruled by emotion first and foremost. He was always wanting to get better at what he did. Very rarely did he take issue with goofing off with Luffy and Chopper. His pride was the equivalent of a brick wall and he did not take kindly to having it damaged. When he won a battle or was useful in a way nobody else could be, he bragged about it to no end, no doubt adding on embellishment after embellishment in the retellings. He was social, friendly, flailed a lot, talked even more, wasn't afraid to use flattery to try wheedling things out of a person, a skilled artist, a fast runner, not often taken to holding grudges and capable of making even the most ridiculous hats look awesome. There was no one quite like Usopp in the world of One Piece by the time Luffy decided that the crew should train for a while before meeting back up.
Two years later, very little about Usopp has changed.
He still sends of showers of sparkles at things he thinks are really amazing. He's still fond of talking (maybe even more so after two years with only one other human to share company with). The chapters so far have seen him doing just about as much screaming and freaking out as he ever has, because at the end of the day his biggest character development happened in the past chapters of the series.
The biggest difference between the Usopp of today and the one of yesterday is confidence. Two years of determined training and getting stronger on an island where everything (even the island itself) wants to eat you has a way of boosting your self-esteem when you manage to survive it. This Usopp can calmly, smoothly confront someone threatening Nami in a bar and then offer to buy Nami a drink. He just...knows that he's stronger and more capable instead of being insecure for a change.
Oddly enough, instead of sending his previous boasting skyrocketing to new levels, this new confidence seems to have toned down the tall tales so far in the newer chapters. My personal theory is that he thinks he has a lot less to make up for now, so he's evolved out of a lot of it.
Of course, the new confidence doesn't mean he's suddenly one of those guys who is completely unfazed by danger or things that are considerably disturbing. Like I said above, he's been doing plenty of screaming and throwing himself around- especially when it comes to things like horrible Sogeking/Luffy impersonators, a ship-coating being the only thing keeping them from a horrible watery demise, Sanji having massive nosebleeds...oh, and giant, ship-wrecking krakens. Can't forget those.
Summing it up? Usopp didn't train for two years and come back as a completely different person, with a new dream and new ambitions. He came back utterly recognizable, with one or two things changed up and improved upon because where he'd been and what he'd been doing required it. He'd be played in Luceti reflecting those changes- same old Usopp at heart, just improved with age.
Strengths:
Usopp is noticeably stronger than he used to be, if the appearance of actual muscles are anything to go by. He still lacks superhuman strength, but I think it's safe to say that he could actually move a couch on his own now.
The most obvious difference in his strengths has been the addition of his new weapons, Pop Greens. These are the seeds of hostile plants from Boin Archipelago (the island he trained on), capable of growing into full-sized plants within moments of being deployed. Usopp has only used two Pop Green-based moves in current canon to date. One is the Midori Boshi: Devil, which grows a giant, carnivorous Venus Flytrap-like plant. This plant is capable of swallowing enemies in its mouth and getting them tangled in its vines. The second is the Midori Boshi: Sargasso, which grows into a large mass of very strong seaweed- enough to briefly hold back an avalanche while the ship got out of range.
There haven't been any other new attacks noted to date. There hasn't been any evidence to suggest that his ability to: think and act quickly, take damage, run very quickly and make hats look awesome has disappeared or otherwise changed at all.
Weaknesses:
At the end of the day, Usopp still has the same weaknesses as he did before. Stronger than before, yes, but he's still just a human being. Being able to take damage doesn't render one incapable of being hurt or killed, which is probably his biggest weakness of all at the end of the day.
Usopp is shown to still be an emotional guy prone to overreacting, too: he's got no problem tearing up, cheering like an idiot, or screeching at anybody. And being mostly run by emotion is something that could definitely be exploited, no matter how much older you are. Not to mention that with this new confidence, he's got a bigger chance of winding up getting into trouble than he ever did before. Believing that you can win a fight and being a shounen character makes you more likely to actually get into a fight, after all.

First Person:
[ A thick groan is the first thing broadcasted, then a rustling as someone sits up. ] Jeez, what hit me? Did I fall asleep on a rock or something--?
When did it snow? It never snows! [ The initial exclamation reads nothing but surprised joy, which quickly gives way to worry. ] Oi, Heracles, what the hell is going on? This doesn't mean we can't leave today, does it?
[ A lengthy pause then, warily: ] Too quiet...does everything hibernate? Heracles?
[ One more pause for good measure, and when Usopp speaks up again his voice is a mixture of rage and offense. ] I-IF YOU LEFT WITHOUT ME, I'M KICKING YOUR ASS!
...kinda feels like I've been here before, though.
Weird.
Third Person:
It hadn't taken more than three minutes to come to the realization that he really wasn't on the archipelago anymore, and Usopp wasn't entirely sure what to think about it. On the one hand, he hadn't run into anything that planned on having him for breakfast: in fact, he was even starting to gain hope that the ground wasn't going to heave upwards the longer he went without feeling any tremors. Not to mention he was even cold- because that was snow, real snow, a fact he couldn't seem to get over no matter how much shivering he was doing.
He bent down to pack a snowball with a slight grin on his face. How long had it been since the last time he got to see this kind of weather, anyway? It had been a while even before everyone got separated...
Which brought him back to the bad side of things again. He was supposed to meet back up with everyone at Shabondy really soon, finally. Two years of running and learning and light sleeping, two years without his nakama, so close to coming to an end, and he didn't even know where he was.
Or he was pretty sure he didn't know. For some reason, even glancing back to find a pair of orange wings hadn't caused more than a brief stirring of panic. The more he walked around, the more he felt like he knew where he was, which was comforting and creepy all at the same time. Finding the road didn't take long at all, and somehow he knew which way the next town would be without having to look at the crude street sign.
He hesitated for a few moments, casting a glance to the journal he'd picked up- his journal, which he couldn't bring himself to just leave behind. After flipping it over a few times in his hands, he sighed, shook his head, flipped it open and started listening while he walked.
By the time he made it to the square, he could at least remember that he had been in Luceti before.
It felt like a long time ago.
