Aristocracy is commonplace in my world, though there are perhaps one or two exceptions. A council would be a more diplomatic solution, but again the question of who would comprise the board of members arises. What would equate even representation for all Luceti citizens cannot be so easily settled upon.

Perhaps. It is as you say, however; we have more than simply "managed" without the aide of a central government. It is not necessary.
