Person of Interest: Detective Carter (and Zoe Morgan)
Person of Interest started September 2011. The first episode wasn't bad, but happily the show gained momentum. It's definitely a procedural; there's a weekly case to solve, there are cops and guns. Key differences: the guest star of the week could be a potential victim or perpetrator of a lethal crime, so that character gets a lot more screen time than the typical dies in the opening act victim. Plus the three leads aren't all operating within the bounds of the law; in fact, two of them are/have been declared dead.
The tie to legal justice comes back to Detective Joss Carter, played by Oscar nominee Taraji P. Henson. Carter's role has been steadily evolving since the pilot episode, but she's still wonderfully consistent: a principled woman, not a love interest, caring about both justice and individuals.
Also, she carries a gun and arrests people. I like that part, too.

In spite of just one regular female cast member, Person of Interest does a fantastic job in creating memorable female characters. My favorite so far has been Zoe Morgan, played by Paige Turco. She's been in two episodes; I'm hoping for more occasional appearances in the future. She's sort of like Catwoman, or maybe Irene Adler, except that the chemistry she has with John Reese has so far been limited to sharing a drink (or discussing sharing a drink). She's morally ambiguous and doesn't change who she is to suit anyone.
So far the only fic featuring her in more than a secondary role is... by me. This is disheartening.
