1.)    Duplicate base and set duplicate to Screen at 80%
 2.)    Create a new Selective Color Layer (Layer >> New Adjustment Layer >> Selective Color)

C:   -80

3.)    Create a new Curves layer. (Layer >> New Adjustment Layer >> Curves)

**This tutorial works best with images that have darker blue colours in them.
