Here's the tutorial that I promised ;).... Well here's what it is:

Uses Selective Coloring, Curves
Not Translatable
1.) Duplicate the base layer twice.
2.) Set the first duplicate to screen 65% opacity. Set the second to softlight at 80%. (play around with these settings according to the picture)
3.) Create a new raster layer. Fill it with cdf4ae set this layer to Color Burn 100%
4.) Create another layer and fill it with 041c49 and set it to Exclusion 100%
5.) Make yet another layer and flood fill it with bfd4ed on Color Burn 100%
6.) Create a Curves layer. Layer >> New Adjustment Layer >> Curves. Match your settings to mine:

7.) Make a new Selective Color Layer. Layer >> New Adjustment Layer >> Selective Color. Here's the settings:
REDS
C: -100
M: 70
Y: 30
B: 100
NEUTRALS
C: 0
M: 20
Y: 0
B: 10
8.) Create a new Hue/Saturation Layer. Layer >> New Adjustment Layer >> Hue/Saturation.
MASTER
Hue: 0
Saturation: 18
Lightness: 0
