[The video feed is on thanks to the Professor clumsily dropping the gear. There's a lot of yelling as she runs back and forth, passing by the camera several times. Each time she passes by, a Ditto and Voltorb follow after her a few seconds later. Also, each time she passes by the gear, she's moving one egg.

It's nobody's fault. Sometimes Pokémon like each other enough that they want to make eggs and that's okay.

Johto's very strange about breeding, from what I've seen. Just remember that this is apparently a video game world -- our thoughts on what makes sense don't apply.
