Aie! I'm falling in love with City of Clocks. Every subject, history politics, law, mysterious caves is covered, but not exhaustively. James Knevitt has hit a sweet spot where he unfurls a lot of possibilities but does not seem to burden the reader with too many facts, or too much pre-play (you know what I mean. In some settings it feels like all the awesome stuff has already been done by someone else).
The history chapter is a bit dry, but it isn't overly long, and works well as a backdrop and context for the setting.
The best thing is that it feels easy to USE. It makes me wanna write it up for MiniSix, make paths for Burning Wheel or Oracles in the style of In A Wicked Age.
(This is not the real review, just a happy outburst of sorts).
