Kagawa is ICly keeping files and binders on everyone he knows and meets in Splendor, as per Adachi's last instructions to him as Student Council President (okay so this isn't Mon Shiro and other Splendorites aren't his classmates, but a promise is a promise and the principle is the same and besides all that, it's good practice). His goal? To make sure everyone fits in and nobody gets expelled. ...okay forget the last part, just the first part.
For now, he's keeping them hidden under his bed and he hopes Kitami isn't bored enough to snoop. He'll probably find a new place to hide them eventually.
