I have seen many beautiful outfits and individual pieces during my discovery of useful sites willing to educate the Loli youngling:
http://www.lolitafashion.org - gives helpful advice, links to Lolita fashion retailers, and examples of each of Lolita's many forms. Its section on Punk Lolita was very informative since I've heard and now know how particular it is.
avant_gauche is a very helpful LJer whose own website and LJ are filled with Lolita insight. There is much to see and read in either place.
Searching through sewing company catalogs for Lolita-esque patterns has been a goldmine although it goes without saying that the little details always help when wanting to achieve a fashion Lolita look more accurately. McCall's, Simplicity, and Butterick all had a few things each related to Lolita which I count as lucky since they are mainly American developers (I assume, but do not know for fact).

http://www.cosmates.jp - provides a large section dedicated to Lolita fashion accessories and clothing as well as anime cosplay and other items of interest.
http://www.decarabia.co.uk - boasts a decadent array of accessories. It is truly any Lolita's treasured indulgence.
http://www.howcool.com - displays many items of interest but the most distinctive to me in connection to Lolita fashion are their selection of shoes, mainly those via the "Chunky Heels and Wedges" link.
The other day had me out shopping with fellow Lolita lovers at community thrift stores for items with promise. It might be frowned upon by some Lolitas to shop at "the low end of quality" but this is merely a misconception. The items each member of the group felt they could not part with were things essential to an outfit and only needed a few alterations. All in all a huge bargain for what it all was worth to us. I count myself lucky with them knowing one will find something I didn't see or didn't think interesting at first glance. I'm sure we were all live savers to the entire shopping experience.
