What do I do?
There's this dog that's been barking ALL night long. I went out once it was light (about 5:30 or so) to see where he was. Maybe he was outside in the cold, tangled in his leash or something. Nope. He's in the house caty corner behind ours - upstairs - barking out the sliding glass door. I wondered if the owner was out of town or if he/she was injured or dead. I tried to call the police, the fire department and EMS, but it's not their office hours and in emergency I'm supposed to call 911. But is it an emergency? I don't know. Can't I just call dispatch, tell them the situation and ask their advice? I can't find a number for dispatch and I don't want to call 911 because there's a dog barking. What should I do? There's another dog downstairs in the front of the house that's been howling too. I don't know what their deal is...
