I admire the town of Billerica for doing so much repaving work, especially in these straitened times. But do they have to do it all at once? I can, with some straining, imagine budgetary reasons why it could make sense, but it does seem counter-intuitive, as well as a pain for motorists who encounter detours within detours.

Our local paper said Chelmsford had recieved a large grant from the State, and that's why there was so much repaving going on. Maybe Billerica received similar?

See, that's the part that would seem to argue for not doing all the work at once. But I know the world doesn't work the way that would make sense to me--much less state and local government.

I recall reading an article in the past 4 years which said that there was only one nearby asphalt plant nearby, it only operates in the warm months, and that this was the real gating factor. I haven't researched it more than that -- maybe the contractors work for the asphalt company, or something.

I suspect that it may have to do with Venezuela cutting back on tar exports. Pave now, because next year supplies will be limited, and prices higher.
