How frustrating! I've never heard of such a thing happening. I'd be furious.

Last couple things I sent overnight didn't arrive anywhere close to overnight. Started using FedEx for that.

I don't think it's the people, but rather the staffing levels seem inadequate for the number of offices. (since the post office isn't allowed to function like a normal business and to close underutilized offices... )
