Canon History:
A native of the Naruto Leaf Village, from birth Jiraiya was known for being a trouble-maker and a pervert. Taught under the Third Hokage, along with his teammates Orochimaru and Tsunade, he failed the bell test and was thought of as a complete failure (especially by Orochimaru) until he was transported to Mount Myouboku.
Lost in a world with giant frogs, picturesque waterfalls, and frog statues, “Jiraiya-chan” finds out that the only way to return to his shinobi world is to learn how to be a Gama-Sennin, or Toad Sage. Therefore, put through what seems like years of rigorous training under the tutelage of Fukasaku, he grows in not only in competency but also in spirit. Before leaving Mount Myouboku, Elder Toad foretells his destiny as the mentor of the ninja who will change the shinobi world. Also, that his book, The Gutsy Ninja, would play a big part in that cataclysm.
After his initial journey to Mount Myouboku, he returns to his “welcoming” team and beings to make a name for himself as the Toad Sage. Most of his fighting experience is derived from his missions in the Second War, in which the Leaf Village played a key part. Seeing years of devastation, torment, and death, Jiraiya desperately searched for that disciple who would save the shinobi world. After accumulating the status of one of the Legendary Three Ninja of the Leaf Village, facing off against Hanzo, the leader of the Hidden Mist, he is about to give up hope.
Then, Nagato appears.
At first, Jiraiya is warned against teaching “orphaned brats” any ninjutsu, but the man's warm heart and belief in the underdog pushes him to train the three: Yahiko, Konan, and Nagato. Individually, they first seemed regular orphaned children, but when Jiraiya accidentally sees Nagato's Rinnegan in action, he focuses his attention on the quiet-spoken, red-haired boy. His hope growing, Jiraiya believed that he had found the Child of Prophecy.
Three years later, he left them to take control of their own village, walking whimsically into the sunset.
Returning to the Leaf Village after the Second War dies down, he became the leader of his own team, featuring Minato (future Fourth Hokage). Growing close to his pupil, Minato, the two eventually become comrads, and Minato teaches him the Rasengan.
Afterwards, in times of peace, Jiraiya wandered the world as a writer, publishing the “Ichi Ichi” series, and sage, occasionally jumping into reconnaissance missions. He doesn't make another active appearance in the shinobi world until he is forced to train Naruto more advanced ninjutsu.
At first very reluctant, Jiraiya is hounded by Naruto until finally admitting that Naruto had some merit, probably starting to see some of himself in the young ninja. From there launched the inseparable pairing of Naruto and Jiraiya as student and teacher, and they journey out on a two-and-a-half year training hiatus. During that time, Jiraiya teaches Naruto most of his techniques, and wonders, since the disappearance of Nagato, if Naruto is the Child of Prophecy.
Returning back to the Leaf Village, he is met with another disaster: Orochimaru has declared war against the Leaf Village, and he must try and bring his ex-comrade to reason. After Orochimaru attacks the village and kills the Third, Jiraiya, along with Naruto, searches for his other comrade, Tsunade-hime. The last reunion of the Legendary Leaf Sannin ends with Orochimaru going into hiding, taking Sasuke along with him, and Tsunade-hime elected to Fifth Hokage, over Jiraiya.
Under the reign of the Fifth, Jiraiya becomes her right-hand man to gather information on Orochimaru and Sasuke. Acting as foil to his rival, Jiraiya and Naruto train harder, with growing desperation. to bring their ex-teammates back to the Leaf Village. However, Jiraiya eventually has to give up on Orochimaru, and decide that his loyalty to the Leaf Village and Tsunade is greater than his teammate. When news of Sasuke finally killing Orochimaru reaches him, Jiraiya turns his attention even more obsessively to Naruto, pumping him up to meet the new Akatsuki threat.
Akatsuki, a band of rebel ninja, is the epitome of everything Jiraiya stands against. It is not until they make moves against the Leaf Village that Jiraiya steps in, infiltrating their “leader's” village and gaining valuable information. When he suddenly finds out that the “leader” looks oddly like Yahiko, he reaches the conclusion that Nagato must be somehow behind this. In a valiant act of bravery and egotism, Jiraiya decides to do an all-out attack on the Hidden Mist village, practically destroying it in search of Nagato. However, the only knowledge he got out of it was that none of the pain-dolls were the real one, which he etched in code on Fukasaku's back. With barely enough energy for his last parting message, he died, sinking into an abyss of water.
“There, that ending ... was a little better. The frog at the bottom of the well drifts off into the great ocean. Heh heh ... yep ... pretty damn honorable ... pretty damn honorable...”

Jiraiya is the old pervy man who kicks shinobi ass. Known as one of the Leaf Village's legendary Sannin, he excels in infiltration, capture, and escape techniques. In his earlier years, he trained on Mount Myouboku to become a Toad Sage, learning to balance his chakra with natural energy. The result was that his already advanced taijutsu and ninjutsu techniques were greatly enhanced, and he was also able to summon toads at will. Then, it was only up to his creativity to weave what has been called Senjutsu, or Sage Techniques.
He also loves to write about his romantic exploits. Though he can come off as extremely annoying, especially with his tendency to NOT be serious and his obsession over cute girls, he thinks about serious things as well, like the meaning of life. His dream is for universal peace, and remains humble by refusing to be Hokage multiple times, preferring to go out solo. Walking away down a dirt path, silhouette against the setting sun is his favorite pose, or else it's the “Nice Guy” pose. He is the misunderstood artist.
Ever since he trained at Mount Myouboku, he knew of his destiny: To train the man who would bring about a great change in the shinobi world. He first trained Minato (the Fourth Hokage and Naruto's dad), then he trained Nagato (aka Pain), and then Naruto, whom he grew the most attached to, and left all his faith in. As a teacher, Jiraiya can be strict, especially with Naruto, whom reminded him a lot of his younger self. However, he can also be kind and understanding, in which he shares moments of father-son bonding with Naruto, and even Nagato.
And, who can forget, his unrequited love for Tsunade, and his belief in self-sacrifice for the greater good. His way is to never give up, hence his under-appreciated novel, “Tales of a Gutsy Ninja.” Through his belief in willpower and world peace, he strives for a better tomorrow!

Why do you feel this character would be appropriate to the setting?
Even though Jiraiya is renowned to be a comedian, he also has his serious points, along with a variety of offensive and defensive techniques. He has an open creativity to adapt to new environments (since he's a novel writer) and since he thinks he's dead, anything goes!

[aggravated shufflings and a surprised howl]
Ooh! It seems I have turned it on. Great, now I can find out where the hell I am, or if I'm in Hell-ANY BEAUTIFUL DAMSELS OUT THERE CARE TO EXPLAIN WHAT IT GOING ON HERE!
[the speakers sizzle from Jiraiya's intense volume, to which it drastically quiets to an enthusiastic mumble]
And yes, I prefer a woman of larger proportions and sexy voice, onegaiiiiyo~!
Third Person Sample:
The pain and regret of a life unfinished, faded into black. Dead, he felt he could have one last dream of what could have been if he had more luck, or more smarts...
He was young again. He, Orochimaru, and Tsunade all lived in the village, which was peaceful and prosperous. Orochimaru had forgotten his body-possession ways and returned to the Leaf Village to ask his forgiveness and re-continue the friendship[[?]] that they once shared. He was married to Tsunade, who loved him and “bathed” with him every day, and their two children, Naruko and Nawaki. The Third was still alive, and still ruling the village with love and understanding. He, Tsunade, his children, and Minato, Kushina, and Naruto regularly had large family picnics, inviting Orochimaru, whom was still single. It was the perfect world.
Then, he heard voices he didn't know, and felt a creepy, cold feeling crawling up his spine. His grew very uncomfortable and sat up in agitation.
He was dead, now he remembered. Not only that, but apparently he was still conscious of being dead. Wasn't that an oxymoron? His body felt heavy, and his brain fuzzy. Then everything cleared up, and he found himself suspended on cushions, staring up at the ceiling. Soft light filtered in through the window, and for a second he thought he was born-again, but then he realized whatever place he ended up, it was neither the shinobi world, Myoubaku, or Hell. No hot babes, so it couldn't be Heaven. It was strangely real life, but with a dark, radical twist.
He sat up, feeling if all his parts were intact, especially the most important part. Satisfied, he looked about his room and found a couple of his things lying discarded on the floor: his toad summoning scroll, the contract scroll, kunai, smoke bombs, his iron headband, and a couple of his Ichi Ichi books. He picks them up, feels them, decides to prick his finger with the blades, which draw blood.
“Huh, this is strange. How can I bleed if I'm already dead...”
Stuffing all the items into his coat, he stands up and stretches. Crack, crack, his spine breaks and twists, and he gave a deep sigh.
“Of all the places after death, why land in a room lacking female companions? That's so boring...” He complains, sticking his large gray mane out the window. He heard city noises, smelled city smells, but the sun was oddly pale, and there was a hazy uncertainty to the landscape. Not the bright, vibrant colors of his Leaf Village.
“Huuuh! Standing isn't going to get me anywhere, if I'm dead already, then there's nothing to fear!”
He grips the sides of the window, shoving his body through, and yanking himself to his full 6-foot, eight-inches, shouting at the top of his lungs,
“Hello people of this dreary-looking city! Jiraiya, the shinobi world's most Gutsiest Ninja, has arrived! And if any of you pretty women are interested in entertaining a mysterious stranger, please feel to visit anytime, and bring friends!”
