I am reasonably certain that the one responsible is Kadaj, possibly with the assistance of Yazoo. Judging by Kadaj's latest post, however, it appears that he may be incapacitated, and Professor Hojo informs me that he may even be dead.
I will keep you updated in the event of any new findings. In the meantime, my priority is your safety.
