People mentioned the chips when I got hear, but I'm a little unclear on what they do. Block... superhuman powers? And let the scientists track your location?

And does someone stop these murderers?

As far as I know that's about all they do.

Sometimes the police get involved. Sometimes they don't do anything. Or can't.

Yes. But even less competent that those at home, which is really saying something.

Most of the police I've seen are incompetent. Still, I might be interested in learning more about them.
