Looks like you can, but you'd also have to meet NY State firearms ownership requirements, as well as meet that state's residency requirements.

Not an alien. Note the bit where I consider Form 6NIA to be inappropriate because I'm a US citizen. I just live in Canada (and also happen to be a Canadian citizen too).

Ah, must have missed that part. You would still have to meet state requirements for purchasing, which includes residency.

You can't buy a gun in NY as an American who resides out-of-state? That seems really wrong (by which I mean "unconstitutional" rather than "untrue"; and I don't suppose I'd expect any less from the NY gov).
