If I were in your position, I'd go to Spain cuz it's more interesting sounding. However, London seems a better fit for your personality. Now the question is, do you want to try something new or be comfortablely familiar?
I always tend to try and stay in my comfort zone, so maybe I want to do something totally different. But then again...why force myself? Again...the conflicting rationalities
I think you need to decide why you're studying away in order to figure out where to go. How important is it to you that you get your Spanish minor? Spain seems to be more something you think you "should" go; there's nothing that says that London is any less of a cultural experience. Figure out your motives and you'll know what to do.
I'm studying abroad because I want to travel and live in a different place. I really couldnt care less about the minor. and yes, my dilemma is basically "should" vs. "want," because academically i should go to spain. but london is more FUN.

So I say London.
Plus it sounds like the classes in London fit more with your major/personality than the ones in Spain.
