Make them fight, basically. Pokémon get stronger the more they battle. Comes in handy, especially since weapons are illegal here.

Battling has its perks.

[He smirks.]

You get prizes that can help your Pokémon learn some pretty good moves. Battling in the gyms is the only way your Pokémon can learn the move Fly, which cuts down travel time by a lot. Surf lets you ride them across water... you get the idea. Plus, you need badges to use those moves out of battle.

[ Why the hell would you need a badge? Also Nero's Bagon will eventually become a Salamence, which learns Fly upon evolution. Convenient! ]

They can swim and fly on their own, but for some reason it takes the HMs and the badges to carry trainers around.
