This is not directed at those in circumstances out of their control where they are trying to make the best of things. This is for all of us who want to do the best for our piggies, why we are all here, and are in a position to do so

Also, If I was to build a C+C cage, is it possible to kitten-proof? and is it easy to clean out?
And I have a £60 maximum budget to get some other form of accomodation for them. Can I make a C+C cage (big enough for two of course) cheaply and easily in the UK?
Yes, and yes for the first two. :) A piece of long wire shelf can be cable-tied like a hinge over the top of the cage; put a blankie on top, and the kitten will probably end up hanging out there. Put pigloo(s) and other hidey-hole spots in the middle of the cage, where the little booger can't reach.
No one's mad at you for asking an honest question; some people phrase things a little strongly here, and then a few others are always ready to jump in with "Don't listen to them! They're always mean, you poor dear" or be snide instead of being civil. (Remember, a tilde means you're right by default!)
By "vet bedding," you mean fleece? That stuff is fantastic. Just shake out or vacuum the poops before you wash it, and make sure it's wicking up the pee properly. :)
There's definitely no need to apologise ^_^ I was just getting miffed that your entry looking for help was being a bit rail roaded, heh.
You can definitely cat proof C&C cages, most people I know with them who aren't me have other bigger pets about and so have the fully enclosed kind of cage. You can either use more grids for the top or use shelving things and just have it so it hinges open for cleaning and interacting with the piggies. Having a corner shaped cage can also help keep the kitties at bay (like an L shaped square cage etc.)
If you look at the Photo Galleries on GPC, there are a couple of categories for enclosed cages to get some ideas

I'm going to draw up a little picture to try to explain this whole C+C thing to the parents, and if they agree, then I'm most definatley going to make one.
I'm hoing to make one off the floor with storage underneath so the kitten isnt so tempted, lol. And a hinged lid seems like the best option for me.
Thanks for all of your advice. I think if the vetbed gold solves my stinky boy-pig issue then my parents wont mind them being indoors so much, and the correx might help keep hay from escaping all over the floor too.
