given the nature of international travel, specifically creating a virus for depopulation of one particular ethnic group wouldn't really work unless there was some specific genetic marker or something that you could use.

think of it like this, so lets say that you drop a canister of some new plague in mexico city. something that is person to person contagious. Then, say a business person in mexico city returns to hongkong or beijing and ends up starting an epidemic there. so even if you're intended target was one group, you can inadvertantly hit another or your own.

okay, so what, the people in power don't care about that. Perhaps so, but if your country ends up affecting the production base of say... china.. and the people in power there see it as a threat, there is a pretty big chance of retaliation and other nasty complications.

That's the inherent instability of infectious diseases as weapons (vs an environmentally caused problem, or just tainting a food supply). We've gotten past the point where the equivalent of the cholera blanket will work, instead there would have to be a new way to do biological targeting before something like this would be a viable weapon.

Diseases thrive in areas that have poor hygiene, filthy living conditions, contaminated water - the majority of Mexico outside of resorts.

If your theory and concept is correct, then mexico is trying real hard to kill all the white people so they can take over America. Logically speaking, Ron Paul would totally be for the vaccination if this was the case, given that he is very anti immigration and a Texas native.
