When it rains...

We have two problems, of varying degrees of severity.

Miss Donna Noble said she wanted to see him arrested. I don't know if anyone else has said they wish to press charges. Those with amnesia...obviously have nothing to go on.

All I've got is this to go off. At the very least I think we need to exchange words; something like this isn't so easily pardoned.

The man sounds insane. But yes, if someone wants him to stand for trial he'll have to. If he wasn't in control of his own actions or there are insinuating circumstances, then I'm sure those will be taken in consideration.

What about the other attacks? Any specifics on those?

The man sounds extremely convinced of what he's doing, which is more of a problem. Not being of sound mind will alter things, yes, if in fact he wasn't, but the fact remains he kidnapped and drugged a number of people.

It seems fairly clear who's committing them, and it seems to knock people out for some time, other than that I've no specifics.
