On quite a few of your points, I musr say that I agree.
In regards to Assad: --Passive!Assad perplexed me as well. It kinda makes me wonder why he went from being so adamant like "Um, HELLO, bad idea guys :O" to "...sure, let me review my speech over here. ^^;" One has to question just what's in the water/coffee/whatever they've been giving him. For some reason, his character seems to bounce between this headstrong "Um, NO." type to this agreeable, rather doe-eyed sort of...cute thing. A cute thing that needs to be cuddled. But I digress. As for Palmer, I'm...peeved, for lack of a better word. The way to communicate with terrorists is kinda, uh, not to portray one of their influential people as a puppet of the Infidel/Devil/Super-Evil American/Western society. o.O;
--...on another note, as much as I'd like to believe Assad isn't dead...I have to assume the worst and go with the ever-ugly logical side.
--...and on another note, Assad's death kindasorta reminds me of Nasir's (in Syriana) in which a benevolent character is blown up before he can execute his super-ultra-awesome plan of Ultimate Good. -_-;
--The Secret Service TOTALLY sucks.
Other random things of note were that A: I actually did feel bad for Tom Lenox for a couple of minutes. Then I remembered the Karen Hayes thing and kinda got over it a little. But still, poor Tom. And B: Jack Bauer was slightly reminiscent of James Bond in that suit, and I rather liked it. Let's see him go in to conference with the Russian diplomat and introduce himself as "Bauer. Jack Bauer."
Seriously, worst secret service in the world evar. No wonder America has a perpetual culture of fear, in spite of being a superpower things still regularly slip through! (Like how the plans of 9/11 was known before and the intelligence was left to gather dust, and then there is the whole Katrina...but that's another branch...still, government inability to protect citizens beyond the corps.)
I can totally see the drugging, or maybe Assad's been in the vicinity of someone not inhaling.

The Canadian Mounties aren't that good either. When some thief broke into PM Poutine's house, they simply surrounded the house...and.../just/ waited. They wanted the credit for taking down the guy who killed the PM instead of doing something more proactive 'bout it. Luckily, PM Poutine got out alive, luckily because I kinda like our clean record of no PM getting killed in the office, although Poutine did got cream-pied once, guy got a month in jail for assault because he pushed it in.
...and the Section 31 of the Federation in DS9 is kinda like the CIA, not that effective, wasting their time with the Romulans, who for the most part just want to be left alone, when they faced the very real possibility of losing the war to the Founders. The Section 31 one plan to eliminate the Dominion threat was to give Odo the disease, and /hope/ it'll get back to the link, if Odo had been 100% steadfast, then one, nothing would have been done, and two, they would have lost a valuable ally, and three, earned a bad rep that would draw more enemies. Agreed on the US government thing. At least I know, though, if the entire eastern coast where I live is hit by a massive hurricane and is flooded completely, with all cities under water, I'll at least get a crappy trailer and 1000 bucks after I'm rescued off my roof like a month later. Thank you, FEMA. Thank you. (Heckuva job, Brownie.)
And LOL at the "not inhaling" thing. XD I know what you mean, though. For someone who has spent the last 20 years fighting Western civilization through means of violence and terrorism--I mean, I understood the motive too, but still. You can't change your stripes that quickly. I mean, going a complete 360 just doesn't make sense.

I'm so sad that he went out...you know...THIS way. At the beginning of the season, it looked as if Jack and Assad might track down Fayed as a duo. In a way, I was kinda hoping for Assad to catch up with Fayed and shoot him himself. Retribution, and all that. I think that sort of ending would have been more fitting.
24 isn't going to be the same without Assad and his lovely accent, and all those thoughtful, intense stares aimed at whoever he saw fit. Pretty eyes; very pretty eyes. Darn it.

I'm sad too, he didn't have enough scenes! I don't know if he'll be there for the season though, because, how long did Siddig stay to act in 24 before moving onto his next projects? Oh I'll miss seeing him on TV, but movies are the big thing. At least I can hope that he'll be on more BBC esque TV movies, I still have to find someway to see Hannibal, I'm in Canada...and I don't order stuff over the internet.
As for Bush, I like to think that the Bush twins have came home to vomit on him at least once. I also long for the day that I hear the news of Bush dying of a stroke, only to have it come out a week later that he was actually found with a meth needle in hand, in the sort of motel one buy sex at. ...and then when they do the autopsy and boil his skull they'll find the telltale pit marks of syphilis acquired during his /outwardly/ whoring days.

I think he was supposed to be on for 5 episodes. I wish he were there for the season but from what I hear, Fayed may or may not be around too much longer himself, so Assad isn't missing out on too much. Still, I wish Assad could have been the one to take out Fayed, especially after everything the (@#*##*@^@*@ put him through. What with the betraying and the framing for the attacks and the almost blowing him up thing. Ah, well, there's always fanfic.
...Palmer wants his hand in Assad's pocket. But he knows Jack would judo-chop that hand if he made a move on his lovely doe-eyed former terrorist lover. XD
