Rhetorical: Sadistic killer tortured a bunch of people to death

That would depend on how close I was to the victims (or one in particular). If there was only one I was particularly close to, I'd choose them (because I'm selfish) but if I wasn't particularly close to any of them or I was close to all of them, I'd choose to bring back the killer so they can face the consequences of their actions.

Unless one of the victims was particularly young or particularly needed by someone else. But that would be hard to judge..

Oh wait. You said this was rhetorical. Well, nevermind then. Interesting question though. ^^;

Now that I thought about it, I will chose one of the victims, even if I don't know any of them. As much as I'll want to torture the bastard in question to death, the life of one of his victims will still be better than what glee I would feel from delivering some bare-hands retribution. Two wrongs is still not as good as right, even if a wrong to a wrong is better than no punishment for the wrong at all.

Unless there is a trend of people doing horrible things and then killing themselves. In which case, for the greater good, an example must be made.

Well, there does seem to be a trend of that, but luckily not a huge one. Not everyone does it.

I think that would set a very strong example though if you revived someone from the dead just to make them pay for what they did--then people would know that even killing themselves wouldn't make them safe from facing punishment.

Not saying that even if people could, they should make a habit of reviving their criminals, but still. It would definitely make a statement.
