What is the "USG Institution Fee"?

The Board of Regents has approved a temporary student fee of $100 that will be assessed to all students registered in Spring 2009.

They sent out this email awhile back:

Dear Georgia State student,
At its April meeting, the Board of Regents voted to continue to charge a Supplemental Instructional Fee (SIF) to the accounts of registered students. As a result of this decision, we are informing you that when you register for classes for Summer 09, Fall 09 and Spring 10, your account will be assessed an additional $100.00 instructional fee per semester. If you have already registered for Summer 09 courses, your account will be charged the $100.00 instructional fee in the coming days.

If you have general questions about the SIF or tuition for the upcoming academic year, please see the Board of Regents website at http://www.usg.edu/student_affairs/tuition/. Translation: they are bilking you out of another $100 because the state is broke as hell.
