Although it's not quite that simple; it wasn't NOM's page when he created it, and we don't know anything about the agreement between Marinelli and NOM. If it was merely one of "branding" - the page was still owned and controlled by Marinelli, but made use of NOM's name and logo - then he would be perfectly within his rights to do what he did.
On the other hand, if he agreed to transfer ownership of the page to NOM, with Marinelli merely acting as the administrator, then he should have simply transferred control of the page to someone else at NOM when he resigned.
