Is actually -inside- DC itself. The beltway / Baltimore run is a straight 45 minute shot, whether you go the parkway or 95 (I did both every week for about 5 years, and it was always good for exactly 1 homework assignment).
But once -TO- the Beltway, you then have to get -into- the city, and that's going to be tricky depending on the time of day it is.
1. bridges lose lanes.
2. Bridges go one way (and swap off which way they're going dependent on the time of day it is)
3. Roadways do both 1 & 2
4. There's a drawbridge in the middle of the Beltway --
5. And the Mormon Tabernacle glowing at you going the other way on the Beltway to cause traffic wrecks at writer's discretion.
There's no really -fast- way to do it, and bottom line is that Inner Harbor to J. Edgar Hoover will take 1.5 hours, minimum, by the time you allow for getting across the requisite cities. If you want your people to get there fast, give them a helicopter. If you want them to do it with stealth -- let 'em take the train (hint: you can do it without crossing a -SINGLE- federally controlled security checkpoint.)

Oooo... does this mean you're back to work on Paving Stones? And yes, the Parkway is a pretty ride. We used that route to go from DC to Baltimore last August while we were on vacation. The husband wanted to go to a baseball game *grin*

Yup. I'm at the stage of staring at it, figuring out what the structure *needs* to be (as opposed to what it is) and trying to sort out how to catch the villain. Hence some of the questions.
