The new comic came out today.  Hold me.

According to this Wiki and its source, Joss originally wanted Tara to come back to life at the end of S7, and he would have implemented it by having Buffy make a wish.

1. Completely and utterly out of character. I can't imagine Buffy wishing that on her worst enemy, let alone a close friend. The only way I could be even a little convinced by that storyline is if she's said something like, "I wish Tara was here," and the wrong ears were listening, so she wished her back but not on purpose. But considering all the issues they've had with wishes, and how careful they all are about who's listening, it would probably still strike me as out of character.

2. I think that they would get back together, but I don't know how long it would take. I imagine that they would be friends and be working towards something more pretty much immediately, but I think Tara would be hesitant to jump into anything with anyone until she'd dealt with whatever issues she was having herself after being brought back to life. Especially since so much time had passed. And I think that Willow would probably feel very awkward and maybe even nervous around Tara at first, because of what she'd done after Tara's death, even if Tara never gave her reason to feel that way. But I definitely think they would get back together within a few months.

1. The only person I could imagine Buffy knowingly wishing alive in that scenario is her mother and only then if she were under some particular emotional strain at the moment that made her feel vulnerable and lost and alone. That I could understand because, well...it's her mother. It might be a moment of weakness if she did it, but it's a moment of weakness I would sympathize with.

2. I totally agree about Willow feeling awkward and nervous without any provocation from Tara. Your whole scenario makes a lot of sense.
