The above is the Digg posting... you can guess how much I like the whole idea though, and I can't resist further comment (though I have exactly one comment in the Digg comments already).

This step is entirely and completely useless. Instead of wasting taxpayer dollars on whatever debates and hearings preceeded the passing of this legislation, the time and energy would have been MUCH better spent completely removing the US Department of Education. Since that simply won't happen, I suppose I could hope for a voucher system instead. Yes, it would cause an absolutely HUGE upheaval in the education system, but the system NEEDS that upheaval. From my personal experience, the educators in that system don't need it, but the system itself does.
