there are different reasons to say no to comm advertising.
i run bikes and plants, which are both fairly popular and active. i wouldn't think of telling somebody not to advertise related-content communities in those communities, for one reason: anything you could possibly advertise that's related is going to be somehow a subset of the main content. that's because, you see, those two communities are as all-encompassing as you could get for those topics. there's a million different regions, attitudes, activities, and so on for bikes, but i just happened to grab "bikes" itself. so there's no worries about losing membership. if anything, people will cross over from the advertised community back to mine out of a growing awareness / networking. same with "plants".
however, with ads, i don't allow community advertisements, specifically because there are sooooo many lj community advertising communities, and because there's no real niche to fill. every different configuration of rules and avialability has already been filled by the comm advertising communities that exist. the "ads" community i have is just for advertisements of a non-blogging nature.
it really should be up to the maintainer whether they want to allow advertising, but if you find a community that won't allow content-related community advertising, i think you should be suspect of some kind of jealousy and/or inferiority complex.
