As you know from past posts, I hate sudden changes of rules and plans. When I have something done and planned, if someone comes and changes everything suddenly, I freak out and get depressed

That system seemed okay. You'd basically vote for the subjects you'd want. The more people signed up for one, the more surely it'd be available. Did I understand it right?
What you described is how things work in my university... We don't get to decide which subjects should get priority, and we're the ones who have to watch out for overlapping classes and make sure we get a linear schedule for ourselves.
Sometimes we can't have the subject we want because it's not available that semester/year or because it's only available at a certain time that doesn't work with our other classes. In that case, we just have to be flexible and work our way around it... Which is what it seems to be happening to you. :/
Don't let yourself get beat over it though. It certainly sucks - I know Dx - but go with that other subject you found. It's not the end of the world or of your academic career, it's just one subject, right? You can still learn about Biogeography later.
(I really really really wanted German, but my university didn't make it possible for me. It sucks, but I know I can learn it later in life, whether I'm still in the education system or not. The priority now is to finish the course, and survive the obstacles that come up.)
Yes, it how it was supposed to work, but they started to care less about our education, it's not exaggeration or anything, it's really what's happening D:
We should try to work things around, of course, but in this case, many people had interest in this subject, so they wouldn't overlap it for sure if the schedules were made after the sign ups.

Mammalogy and Ornithology only open in two years, so basically, if the ones that enter University in the impair years don't make it on the 2nd year, they have to stay one more year to make it (4th). I did like so and I literally stole the 3rd year's spot, because only 30 people can sign up for a optative class. There are confusions and problems with this system, but they don't seem to try to work it out.
It's just how I am, I never react well to change of plans. When I know the plans are shaky, I don't care if it changes, it's something you would expect if it's shaky. But now they just changed the rules! Nobody was expecting this! *sigh* I'll eventually cheer up, my emoness doesn't last too long fortunately D,:
