I actually feel quite lucky that I realised I may have fubared my hood from the offset so early on in my game/story. The rebuild has been minimal and I only had one CAS sim to export and import - no in born sims yet and no relationship ties to re-establish, thankfully.
The problem was mine, when I originally installed the Uberhood, I played a rough legacy for one generation before stumbling on a plot and idea for a story that I thought I might like to write down (or up). Instead of removing my E001 hood, I just extracted the hood over the top. While this did reset all the ingame lots and characters, it left my original family and born in game sims as character files within the hood. I think I probably would have been safe as I deleted them according to the MATY deleted 2 instructions but I was worried about the lot that I had placed in the original game, and what would have happened had I built in the same exact place in my new hood as the original lot file was somewhere within the lot folder.
I am currently just adjusting hood terrains, I hate the mountain in Bluewater Village, as well as the lot layout and always change it fairly extensively, along with Downtown where I like to include a greater variety of lots. I also need to complete the makeovers to match the already played scenes. None of this should take too much time.
I had also already played to the end, well near to the end of the BC. I know who wins, but I haven't played out the final day yet. In terms of reconstructing the BC relationships, I am reluctant to replay the entire thing, and so will probably put them all into a house to 'bond' but with friend zones enabled. As the relationships from the house will be influential when I move the story to post-BC.
As always, I am wanting to get the next update out. In reality, I am nowhere near because of real life work etc.
