To begin with, Ishida, the city is called Disturbia. We have no evidence yet of how we came here, but we know we cannot leave. They give us enough money for rent and necessities. On occasion, they offer us extra work for supplementary funds.

So far, it has mostly been deliveries and other odd jobs -- nothing exciting. Lucrative, for what it is. In one instance we were asked to attend a party, and were provided with costumes. Some of the jobs appear to be connected to the Undercity in some way.

There is an identical city underneath this one; there is an entrance in the Entertainment District. The people in this city seem to be -- wilfully ignorant of it. It is almost as busy as this one, but it has a different feel.

Merely a guess. Cliche, really. If something is warm and welcoming, there must be something to negate it.

It may have more to do with balance than negation. At any rate, I am not sure I would refer to Disturbia itself as "warm and welcoming" -- but humans prefer the sunlight to a cave, it seems. The sinister feeling you describe may simply be caused by the Undercity's position.
