From this I gather that the calculation methodology goes something like this:
Bob: Hey Joe, think of a number between 1 and 1,000.
Joe: 217
Bob: Ok, today's "Usual and Customary Rate" is $217. Good job Joe.
Joe: Thanks Bob.
