Ok, we as men are not supposed to give uninvited back rubs to women (there are a few exceptions usually for a man and woman whom are in an intimate relationship with each other). Lawsuits have started for less. It's disrespectful to the woman. It makes it seem like "there I'll make you feel better. Is this meeting too much for you???" or some such nonsense.
So, it is wrong to do it, man to woman (obviously there are some exceptions). From the president of one nation to the chancellor of another??? What the FUCK??? There is NO exception for this kind of "diplomacy". She is the LEADER of her nation, not some intern "beneath you" (har har Clinton) some female friend, or member of the family. It is the height arrogance, and it portrays the attitude of "...I am the Alpha male of the planet. She is a woman leader of some 'sub-pack'..."
