1. Crop your base, mine is CC from Code Geass.

2. Duplicate your base, Screen 60% (more or less depends on your base).

3. Duplicate the base again, bring it to the top and set it to Overlay 100% (or less, again, depends on your base).

4. Create a New Adjustment Layer, Hue/Saturation: 0, 45, 0

5. Create another adjustment layer, this time selective color with these settings:
Reds: -47, 68, 100, 45
Yellows: -100, 70, -46, 32
Greens: 100, -29, 94, 16
Cyans: -100, 53, 100, -33
Blues: 100, 100, -100, 100
Magentas: 60, -100, 40, -65
Whites: -100, 32, -42, 11
Neutrals: 21, -30, -15, 24
Blacks: 0, 100, 0, 100

6. Create a New layer, fill it with #070d2a and set ti to Exclusion, 100%

7. Another New Layer, this one fill it with #bcc9c9 and set it to Color Burn, 30%

8. At the end, I used two light textures: This one from silverqe , set it to screen 100%, and this one (made by me, you can find the complete set here) set to screen 100%, and move it as you wish. And that's all!
