Ah... let's see. There are a few things.

The city is divided into the Lower Level, and the Upper Level. You're currently on the Lower Level, and must remain there until you've dwelt here for at least a month, and found gainful employment. At that time, you're permitted to move to the Upper Level, where the standard of living is... much higher. Also, at that time, any abilities you might have possessed that would be considered supernatural would be returned to you.
