Tutorial: Keira Knightley
Using PS7 (uses selective coloring).

Going from this to this:

--Step one--
Rotate your canvas 30° CW (Image>>Rotate canvas>>Arbitrary) (you probably won't have to do this, I was just having a hard time getting the base I wanted with this particular picture) and crop it to get your base:

--Step two--
Add a selective color layer with the following settings:
-Reds-
+11
+8
-16
0

-Yellows-
+30
0
-37
-23

--Step three--
Select all (ctrl+a) and copy merged (ctrl+shift+c). Paste it and set it to screen, opacity 53%:

--Step four--
Add a new layer filled with #003663 set to exclusion, opacity 85%:

--Step five--
Add a new layer filled with #CBE7FA set to soft light, opacity 100%:

--Step six--
Select all and copy merged again. Paste it and set it to color burn, 100%:

--Step seven--
That looks pretty heinous, so go back to the 2 color fill layers you added in steps 4&&5. Click on the little eye next to them in the layer palette to turn the visibility off:

--Step eight--
Duplicate your screen layer and drag it to the top. Change the setting to soft light, and the opacity to 100%:

--Step nine--
Add a new layer filled with #9CC1DB set to color burn, opacity 70%:

--Step ten--
New selective color layer with these settings:
-Reds-
+26
-14
0
0

--Step eleven--
Go back to your base and sharpen it. Fade sharpen to about 70%. Add text and brushes and whatnot, and you're done! I'd love to see anything you come up with.
