The cowboy is the Naked Cowboy, who hangs out in Times Square in - well, his whitey tighties :) As for Jason smoking, I believe it does but is working on quitting. He said something about it in his journals recently (someone can probably find a link).

2) does jason still smoke? and does anyone know how long he's smoked?

He quit for about a month because his girlfriend wouldn't kiss him but he's smoking again.
