Made in Photoshop CS2. Uses curves & selective coloring.
Crop and sharpen your base.
Add a new Curves Layer.
RGB: 100, 152
Add a new Brightness/Contrast Layer.
Brightness: -25
Contrast: +20
Add a new Levels Layer. Click Auto Adjust.
Add a new Hue/Saturation Layer.
Saturation: +35
Lightness: +15
Add a new Selective Coloring Layer.
Reds: 0, +35, +45, 0
Yellows: 0, 0, +30, 0
And you're done.
