The role of government is to protect to those who cannot protect themselves. But many people are legitimately wary.

I can't blame 'em. It's awful easy for a government ta slip into doin' what's best for the guys at the top instead of the guys at the bottom.

So you are plannin' to set one up with this police force of yours, huh?

A little of both. There are a number of talented scientists here; it would be a shame to let their skills go to waste.
