☁01 - those votes are higher than the population
[It isn't really much of a stretch to say that most people have gone their whole lives without ever knowing where Grand Marais is. It's small, out of the way, isolated, and quiet. Toby has always been okay with this, never really expecting that he'd get much attention, being from the Upper Peninsula and all.
Well, not so right now, as to his surprise (and probably everyone else), he's taken first place in a competition! And not just any competition, but one from Reader's Digest! The first ranked town gets five million dollars to do with what they will, and heaven knows Toby's needed it. Grand Marais has needed to repair its breakwall since the 50s, lest the harbor fill with sediment and fall out of use, which is terrible, considering how the coast he's on is infamously known as the 'Shipwreck Coast', and he's the only safe harbor in 100 miles.
So, first. Over 150,000 votes already, which is about three hundred times his population! And so, sitting in his room with his (rarely-used) laptop on his desk, it's become apparent that it doesn't matter if he's mute or not. He's already shocked speechless.]
