I think the post office sticker is covering up:

That doesn't help, though, to determine the motivation of the designer, however.

That part was easier to grasp, yeah.

For the record, I will not be making chitlins for the inauguration, and I don’t know of anyone who will be.

Would you believe when I was a kid we went to an annual chitlins festival in Charleston, South Corolina because my uncle was a shriner in the parade?

I stand corrected. A quick search online found the Chitlin' Strut in Salley, South Carolina, 110 miles inland from Charleston:
